Executive Vice President & Chief Operating Officer

Tracye Turner is Optimal's Executive Vice President and Chief Operating Officer.  She has strategic and daily oversight responsibilities for several departments including Optimal Analytics, Operations, Communications and she leads corporate strategic relationships and development.

Ms. Turner developed Optimal's Real-Time Road Map, Framework and Tool set for Optimal's approach to enabling real-time data-driven decision making.  The Real-Time Framework has been used to convert existing projects and to develop technology-based tools and methods in order for clients to increase the timeliness of policy data, improve quality and reduce costs.  Ms. Turner has served as project director for several Optimal projects which include the integration of tools that have improved performance such as the National Center for Special Education (NCSER) Analytical and Administrative Support, the Medicare & Medicaid Services Medicaid Information and Assistance project (MIAP), The White House Office of National Drug Control Policy Social Media project, co-project director for the Medicare Advantage Organization Quality Improvement Assessment and task leader for social media environmental scanning for the CMS Office of the Ombudsman.

Prior to Optimal, Ms. Turner worked at Northrop Grumman Information Technology where she received annual awards for her efforts in working with executives at federal agencies in developing and implementing cutting-edge and state-of-the-art enterprise-wide technology projects.  As a result, Ms. Turner was promoted over several years culminating as regional manager for the two departments that totalled over $100 million and was comprised of a team of 21 professionals. Some projects include the U.S. Census Bureau enterprise projects on IP Telephony,  management, security and help desk for the Decennial and post-support, an enterprise management system at the Federal Communications Commission for the auctioning of airwaves, network security and management at the Smithsonian Institution for interactive displays at the Dulles air museum and quick turn-around implementations for the Department of Labor Jobs Corps.  Finally, Ms. Turner was the point of contact for the Federal Emergency Management Agency (FEMA) for emergency and non-emergency support.  Ms. Turner was certified in several technologies including Cisco, Hewlett Packard and Sun.

Ms. Turner is active in the community and is a member of the Board of Trustees at the University of Maryland, her community home owner's board, the Girl Scouts of America, the Chesapeake Bay Foundation, American Public Health Association, HIMSS and the USO.
