HUD’s Moving to Work (MTW) Demonstration Program provides flexibility from administrative rules for participating public housing agencies (PHAs) by allowing them to waive certain provisions of the 1937 Housing Act. MTW PHAs use this flexibility to create and test innovative strategies to address some of public housing’s most pressing problems. As the Technical Assistance and Program Support Contractor, Optimal provided HUD with a variety of services to assist in the execution of the Demonstration. Specifically, Optimal monitored PHAs for compliance with MTW Agreements and HUD rules, conducted annual monitoring site visits, maintained the content on the MTW website, provided as-needed technical assistance to specific PHAs, and assisted HUD in collecting data and evaluations of the Demonstration’s outcomes. Optimal also prepared training materials on a variety of topics and organized the content and logistics for the annual MTW conference.
