The Montgomery County Collaboration Council for Children, Youth, and Families awarded Optimal Solutions Group LLC blanket purchase order for research and evaluation services.  The nature and scope of the work varies from task to task.  Tasks may involve literature reviews and syntheses, collection of data (case studies, in-depth interviews, focus groups, surveys, and administrative data), data and policy analyses, statistical analysis, descriptive and outcome evaluations relating to program performance.

Established in 2003, the Data Collaborative collects key information on children to measure the important goals established in The Children’s Agenda, helps identify the priority areas for the community's strategic plan, and serves as a resource for the community in making informed program plans and strategies. These data will include such information as child and family demographics, statistics on academic performance, health indicators, and safety measures. Data will be collected at both a countywide and sub-county level, when possible.
