Optimal Wins First 8(a) Sole-Source Contract

Baltimore, MD -- Optimal Solutions Group (Optimal) wins first 8(a) sole source contract from the U.S. Department of State to assess the economic impact of International Exchange Programs (IEP) on host communities. Optimal aims to develop a theoretical model that captures the economic impacts of IEPs through the description of inputs and the identification of immediate and secondary impacts of the program, in the short and long term.
Optimal's was awarded 8(a) certification by the U.S. Small Business Administration in September 2003. Advantages of 8(a) certification include:
- Participants can receive sole-source contracts, up to a ceiling of $3 million for goods and services
- Federal acquisition policies encourage Federal agencies to award a certain percentage of their contracts to small businesses; over 25 Federal agencies can contract directly with certified 8(a) firms
- 8(a) firms can form joint ventures and teams to bid on contracts, enhancing their ability to perform larger prime contracts and overcome the effects of contract budling, the combining of two or more contracts together into one large contract.
