Optimal Solutions Group (Optimal) was awarded a contract from the Office of Special Education Programs (OSEP), U.S. Department of Education to establish the National Center on Service Obligation.  Since the Individuals with Disabilities Education Act (IDEA) and No Child Left Behind (NCLB) were passed, states have been required to focus on the employment of highly qualified personnel that are able to assist in the educational growth and development of students with disabilities. IDEA provides funds to assist and prepare personnel to provide proper education services to those with disabilities. In order to receive the funds, scholars must fulfill certain requirements, which are tracked by the National Center on Service Obligations.

The National Center will track special education scholar enrollment in the Personnel Preparation Program, employment upon exiting the program, and fulfillment of service obligations.  The center will include a web portal and helpdesk to respond to both Institutions for Higher Education (IHE) and scholar requests regarding regulations.  In addition, the web portal will provide a secure platform for scholars to update their enrollment and employment status.
