HUD's Office of Policy Development and Research contracted Optimal to conduct research aimed at identifying appropriate baseline information and an associated analytic structure for future evaluations of HUD’s restructured 602 Nonprofit Disposition Program. The revamped program sells HUD-held single-family homes at deep discounts to units of general local government (UGLs) and nonprofit organizations (NPs) for rehabilitation and resale, with the goal of providing homeownership opportunities to low- and moderate-income households and revitalizing economically troubled urban spaces. Data were collected through site visits; reviews of program documents; GIS analysis of secondary data variables from the 1980, 1990, and 2000 Censuses; historical Home Mortgage Disclosure Act data; and 1999 through 2004 home sales data from a private vendor. Optimal prepared three case study reports that describe the operations and socio-economic conditions in each of the sites, as well as a cross-site report that describes the evaluation strategy and the prospective statistical analysis developed for future evaluations. These reports also discuss near-term progress of the 602 Program in the three sites and provide readers with a general understanding of the operations and potential benefits of the 602 program.
